Social Activities :-
Being the Regional President of Bhartiya Kisan Union and the part of Mumbai Movement he headed the long march under the guidance of Hon. Mahatma Chaudhari Mahendrasinha Tikait, the March was started from Sevagram (Vardha) and reached at Mumbai from 20-09-2005 to 02-10-2005. It was grand and huge gathering of peasants and farmers from various district of Maharashtra like Vardha, Nagpur, Chandrapur, Gadhchiroli, Yevatmal, Bhandara, Amravati, Akola, Jalgaon & Nashik. It was really memorable movement in the protest against the grievances and the problems of farmers. He was one of the fiery speakers at Azad Maidan in which he spoke against the wrong policy of WTO against farmer. He addressed that for obtaining farmers proper right we would sacrifice our life.
a) The total number of the farmers who were present for this occasion is five lakh for this Satyagraha he was imprisoned at Mumbai.
b) Participated actively in the severe protest against WTO which is against the
benefits of the farmers for the same cause of injustice and suffering of the
farmers was jailed for a day for protesting against the problems and the proper
demands of farmers in front of Parliaments in New Delhi.
c) The 300 farmers from all over the world have gathered at Hong Kong in the
protest against WTO for their policy against the welfare for farmers for this
demonstration war put in the jail.
d) Participated in the conference of La Via Campasia at China. The representative of 58 countries from Southern Asia and Africa for the discussion and direction against the opposite policy of WTO under the able and powerful leadership of Chukki Najunda Swami in the city of Bejing.
e) He helped and comforted the relatives, Kith and Keen of the deceased victims and injured people in Bomb Blast at Malegaon. And adopted an orphan girl. Shahenaz who belongs Chanera Dist. Khandwa, (Madhya Pradesh) from humanitarian point of view.
f) Shetkari Karj Mukti Dindi : He wondered and visited all over Maharashtra and every village of Taluka. He had seen many problems and difficulties in realities. Due to heavy rain, without rain some natural calamities of farmers were without money. He became a debtor. He wanted to help them heartily. He wanted to show the Government of Maharashtra the question and problem of farmers. So he decided to arrange Shetkari Karj Mukti Dindi. It was the first Shetkari Karjmukti Andolan in Maharashra on the basis of farmers question. That Dindi ended on republic day in presence a lakh of farmers. After that government declared free from loan, debit and bankruptcy.
g) Extension of Corporation area: Without extension of corporation area municipality turned into corporation. The nearest villages like Dyane, Soygaon, Bhaygaon, Daregaon, Mhalde, Sayne, Chandanpuri, Tehare etc. should be involved in corporation area. So that he established corporation action committee and become the chairperson. He had raised this question in full force and fought for this issue. He had done Dharna andolan and court matter and fought battle of court. After getting success court had given order above some villages should be involved in corporation area. But corporation did not take any action about involving these villages in corporation. So he sat near the Statue of Mahatma Gandhi for Uposhana. The Government of Maharashtra considered this Uposhana (fasting) and ordered to the corporation to submit development plans of some villages, which are going to join to the corporation and its plans submit to the Government to rural development ministry.
h) Walu Upasa(Sand trading) :- Is one of the critical and burning problem to maharashtra as well Nashik District especially malegaon is going to face this problem for many days. There are some rules and regulation to the contractors about walu upasa of the Government but contractors are not keeping rules and regulation of the Government. They break rules and regulation day by day. They have taken out sand through the rivers very deeply and collecting sand and dues selling in rich cost. So water level has reached very deeply. So farmers will be faced by scarcity. So Mr. Hiray has taken this question in his hand. He decided to realize to the Government the disadvantages of Walu Upasa. And so he arranged of farmers against contractors who are breaking rules and regulation and disadvantages of Walu Upasa. At last Government has cancelled the contract of Walu Upasa. He decided to follow this question in future also to Due to the his leadership the Government became aware this problem farmer.
i) Load Shedding: - By showing the cause of shortage of load shedding. Every day the Board takes his own decision of load shedding any time in Taluka as well as city. So that power loom workers, farmers, student’s labours are going to face this problem so savory. So he decided to fight against Andolan on National Highway No.3, Near Tehare Choufully. And he has addressed the people that there should be planned timing the load shedding, extra load shedding should be cancelled. And he also proved to the board the disadvantages of load shedding and problems of load shedding. All responsible persons and police department have visited this spot and Mr. Hiray and his party workers had taken his Rasta Roko Andolan due to load shedding people faced various hardship and difficulties.
j) Jakat Hatav (Tax Free) :- All the merchants belonging to the Malegaon city have demanded that Malegaon municipal corporation must cancelled Jakat. Which is full of in Justice and unfair. Aaba had supported and put this complaint of merchants to Government in order to protect he had led many. Dharna and Andolans for refuting this Jakat to make aware about the Jakat problems and solving it.
k) Staff Schedules: - The Government of maharashtra has decided to reduce the total strength of non teaching staff and this policy has advance effect job of opportunities of the staff. So Aaba had hold meetings with officials of the Teachers association and discussed different aspect of the problem. Aaba had gathered these suffering of non-teaching servants. And compelled the Government to give up of this issue and triad his best for giving them justice.
l) D Plus (+) Zone :- Malegaon is city of power loom. And there are thousands of jobless and unemployment people there is an up ample opportunities for chief human labour so Aaba made an efforts create industrial at D plus zone and in this direction Aaba had followed this issue before the honorable Chief Minister of Maharashtra Shri. Vilasrao Deshmukh and Honorable Industry Minister Shri. Ashokraoji Chavan obtained grand regarding this work is in progress.
m) Manmad-Malegaon-Nardana-Indor Railway Truck : - Malegaon is developing city and it has lot of scope for industrial development as it is the city of power loom and rich Agricultural zone for different fruits and cotton produce so it is the need of time and the best means of transporting it needs Malegaon-Nardana railway truck so Aaba Hiray had led the deputation of his workers, merchant traders and farmers and labour for this purpose he had meeting with Central Railway Minister Honorable Minister Laluprasad Yadav at Delhi. The central railway ministry fully aggressive with this demand and decided to grant this Manmad-Indor railway line.
n) The Creation of MIDC:
Malegaon is not a big industrial city and it has a little chance to grow. So the efforts of former minister Dr.Baliramji Hiray, former minister Mahilaratna Shrimati Pushpatai Hiray, and former minister Samajshri Prashantdada Hiray have always tried and made attempt for declaring Malegaon as the M.I.D.C. areas. Aaba has made an effort to make Zodge as the new industrial zone so the problem of unemployment facing the youth will be solved so Aaba tried his best and due to his effort M.I.D.C. has been declared obtaining industrial zone.
o) Malegaon Municipal Corporation:
Malegaon has only municipality but due to its expansion and big population it is necessary to change into Malegaon Corporation. This is an urgent popular need and demand by public and is fulfilled at time when Shri.Samajshri Prashantadada Hiray was the state minister of transport and protocol, Malegaon has given the status of Municipal corporation on December 2000. An Attempt was made for the expansion of corporation and some village panchayat are going to include in it.
p) Regional Traffic Office (R.T.O.) :
The people living in Malegaon, Nandgaon, Satana, Deola, Kalwan had faced difficulties to visit Nashik R.T.O for vehicles registration and R.T.O. service after travelling 150 K.M. distances and it was the wastage of time and money. So Aaba has done his best to have R.T.O. office with the help of his father Samajshri Prashantdada Hiray who was then state minister of transport and protocol. So it has been set up in the premise of Agriculture Produce Market Committee.
q) The creation of Malegaon district.
Malegaon must have got the status of District and people of this Malegaon city have been continuously demanding this for 25 years. In 1982 the former chief minister of Maharashtra state declared Malegaon as the district but it is not fulfilled. The popular representative and former minister shrimati Pushpatai Hiray, Dr. Baliram Hiray and Samajshri Prashantdada Hiray pursued this popular demand of public of Malegaon taluka. The honourable union minister of agriculture Sharad pawar, Shivsena leader Balasaheb Thakray and the former Chief minister Manoher Joshi had promised for the creation of Malegaon district. After getting the report of delimitation committee this popular demand has always been refused. So it is not put into practice. Prashantdada had tried his best to start different major District level offices for administration.
Advayaaba has organized and guided the party workers and he has founded the action committee for pursuing the popular demand of Malegaon district. As convener of committee he invited the meeting of all interested people and parties belonging to Kalwan, Satana, Deola, Chalisgaon and Nandgaon for the creation of this district as 1 st 2007 and he is sure that government will fulfil the will of public in the near future.
r) Additional District Collector Office :
Advayaaba is pursuing the creation of Malegaon District and he has tried to start different district level offices in Malegaon. The office of additional District Collector is the result of his hard and tremendous work. The people of Malegaon have been profited due to the office and they saved their time otherwise they have to go to Nashik.
s) Agitation for including Maratha Samaj In O.B.C. :
Maratha community is to be considered as the farming community in the India which is agricultural country. The rates of foot grains do not get guarantee value because India has monsoon rains (whimsy rains) facing natural calamities like heavy rain, little rain, storms and floods so Maratha samaj is facing poverty. There is little scope for services due to the reservation as the youth of this community do not get jobs so they are facing various difficulties so Aaba hiray Patil has demanded that Maratha community should be included in other backward classes (O.B.C.) so this community is deprived of political posts.
So striking agitation for the demand of including Maratha community in the O.B.C. was arranged under the able leadership Advayaaba Hiray on 22 sept.2008 in front of the office of executive magistrate and submitted the memorandum of demand to him. At that time thousands of party workers and the youths of Maratha community were with him and this fight for justice of getting the reservation of O.B.C. for Maratha community will continue as long as it gets popular demands.
